County jails conditions remain deplorable, but one county dept. has proven effective at breaking the incarceration cycle

The Office of Diversion and Reentry has been effective at redirecting people from county jails, and while the Supes say they’re committed to closing Men’s Central Jail and prioritizing community-based care, jail conditions remain chronically deplorable, while the ODR the program is facing funding challenges.
