New LA homelessness chief forms task force; Horvath asks ‘Who does LAHSA serve?’

At a meeting of LAHSA, the countywide agency charged with providing homelessness services, the new chief gave a report on her first 36 days on the job, which includes feedback from service providers that they be judged on how successfully they house people.
